When I try to add a price to some product in mobile app, it always returns “Could not retrieve locations” error when I choose a shop. What can be the reason for that?

I do not know but I have the same issue. It is especially annoying as data already entered is lost. This is a blocking issue.

Should be fixed in the next release (4.23 I guess?) according to this thread: https://github.com/openfoodfacts/smooth-app/issues/7326 . But for now it doesn’t work on non dev versions of the app. Perhaps not all devices have this issue, IDK
